Occasional audio glitch when playing video games or streaming

Ever since I bought the computer (a desktop) it has had this very annoying audio glitch when streaming video on sites like Youtube or playing video games. I dont really know how else to describe it but here is a video of what it sounds like: https://youtu.be/ICogy7KnscQ
It doenst happen every single time, but its frequent enough where its annoying. My computer us running Windows 11, Intel i7 14700F, 64 gb ram, GeForce RTX 4070 Super. Ive tried updating all the drivers I could (video, audio, etc) but the problem persists. I dont really know what could be going wrong here, if this is a software issue or hardware. Ive tried switching speakers, didnt help. Ive tried changing the output format and it also didnt help (currently set to 24 bit, 192000 hz). Any ideas what could be causing it? Or even if theres an actual name for this other than "occasional audio glitch."
